Horada is a Yellow Scarves member first seen picking on Shingen Kishitani when he arrived in Ikebukuro. Horada and his friends were chased away by Celty after he knocked her PDA out of her hand. He's a former member of the Blue Squares, and also fearsShizuo Heiwajima .

Yellow Turban Arc
He was part of the group of Blue Squares that broke Saki's legs. After the Blue Squares' disbandment, he and other former members joined the Yellow Scarves. After serving under Masaomi for a while, he took over the Yellow Scarves and had any members loyal to Masaomi ambushed, with the attacks blamed on the Dollars. He then shot Shizuo and framed Masaomi by saying that he ordered the hit. When Celty Sturluson, Anri Sonohara, and Mikado Ryuugamine arrived to Masamoi's aid and Kadota led an attack against the Yellow Scarves, Horada fled the scene. While driving away, Shizuo attacked his car and tore the roof off it with a traffic sign, an act of revenge. Shizuo also threw the traffic sign at him, piercing his car like a spear. He may have gotten away had he not sped in front of Kinnosuke Kuzuhara and subsequently tried to evade him, resulting in his capture and arrest. He attempted to press charges against Shizuo for destroying his car, but the police didn't care about this (it's also most likely that they didn't believe that one man could cause that kind of damage).
