He's Back is the second chapter of the Durarara!! Yellow Scarves Arc manga.
Synopsis[]
Celty is driving through Ikebukuro when a group of traffic cops pursue her. In an attempt to scare them off, Celty pulls over and takes off her helmet, revealing her headless form to them. But much to her surprise the cops are unfazed. On the contrary, the leader of the group - Kinnosuke Kuzuhara - instigates and threatens Celty.
Later, Celty arrives back to her apart where she promptly hugs Shinra for comfort, having been shaken up by her encounter. Once she has calmed down, Shinra requests her to pick up his father - Shingen Kishitani - who had just arrived to the city from America.
When Celty arrives, she spots Shingen surrounded by a group of thugs wearing yellow bandanas. One of the thugs takes notice of Celty's presence and turns to his comrade Horada, telling him she and a bartender-looking man beat them up. Horada confronts her and smacks the device she took out to communicate with them out of her hands. This upsets Celty, who in turn wraps her shadows around the men. When the thugs are confined, Shingen steps in and knocks Horada out with his briefcase. Celty, hearing the police sirens approaching, quickly grabs Shingen, and they flee the scene.
